Preheat oven to 350°F and prepare baking dish with cooking spray.
In a mixing bowl, beat together sugar and butter until light and fluffy for about 1-2 minutes. Beat in the lemon zest, vanilla, and egg. Mix in the flour, baking powder, and salt until just combined. Press the dough into the baking dish in an even layer until the entire bottom of the dish is covered. Using a fork, poke holes in the dough to prevent it from bubbling up.
Bake the cookie dough for 15-18 minutes or until the dough is golden. Let cool in the pan on a wire rack for about 20 minutes. You can remove the crust from the pan by using a butter knife to loosen the edges before inverting onto a platter or you can leave the crust in the pan until serving.
To make the frosting, whisk together cream cheese, butter, powdered sugar, and vanilla extract until fluffy about 2 minutes.
To assemble the dessert pizza, spread about half of the frosting on top of the pizza crust in an even layer leaving a slight border. Top of the pizza with fruit in your favorite pattern. Place the remaining frosting in a piping bag with your choice of a tip. Pipe the frosting between the fruit stripes.
